RCEDA 8.5x11 Report d3
Looking Ahead • Focus on Target Populations - Partners with the Inland Empire Local Partner Collaborative Network (IELPC) for Competitive Integrated Employment (CIE) through The California Department of Rehabilitation (DOR) to help improve the level and quality of services to youth and adults with intellectual disabilities/development disabilities. • Services for Parolees/Ex-Offenders - In July 2018, the California Legislature approved $37 Million in State general funds to resource the Prison to Employment Initiative proposed by Governor Brown in his 2018 budget proposal. Funding for the Prison to Employment Initiative is intended to support regional planning efforts, fund regional plan implementation, and provide resources for direct services for the formerly incarcerated and other justice-involved individuals. On August 27, 2018, WDD submitted a proposal for the first available portion of these funds – the Prison to Employment Regional Planning Grant for $200,000. This grant will provide funding to our region (Riverside and San Bernardino Counties) and allow us to modify our current Regional Plan to include services to the formally incarcerated. We would also be using funds to find and strengthen partnerships between our Workforce Development Boards, law enforcement entities and community based organizations to explore new and better models of collaboration, innovation and system change for individuals released from incarceration. • The Business Solutions Teamwill work at a greater length with Regional projects, Strong Workforce, Apprenticeships, Expanding other partnerships and Continued US Census partnership • Engage Disconnected Young People
The Riverside CountyWorkforce Development Division (WDD) is working on improving services to the County’s youth by focusing on practices and proven strategies for getting youth back on track with their education and occupational skills training needs. In order to be competitive in today’s global economy and get job seekers into in-demand jobs and careers as quickly as possible, we need to assist them with the skills attainment they need to succeed. TheWDDworks tomake the local workforce and training system job-driven so that the employers get qualified candidates and the workers they need. Access Through Technology TheWDD utilizes the latest technology to connect with job seekers and employers, disseminate information, and secure personal data. The CalJOBSSM system is California’s online resource to help job seekers and employers navigate workforce services. The enhanced system allows users to easily search for jobs, create alerts for job openings, build résumés, access career resources, find qualified candidates for employment, and gather information on education and training programs. The system, which exceeds federal standards for website security, is utilized by staff to track services provided to customers. We are in the process of hiring a consultant to conduct a thorough review and assessment of the County of Riverside’s existing youth program structure and financial costs in order to identify areas of change or improvement within the County’s overall youth program structure. One of themain goals is to provide youth and young adults with improved long-termand comprehensive services through our Youth Programs focused on academic achievement, workforce preparation, financial literacy and leadership development so that today’s youth can eventually become self-sufficient.
