Low Educational Levels Educational levels, while improving, are still problematic for the county’s workforce. In terms of percentage of population that has a Bachelor’s degree or higher, Riverside County ranks 4th of the 6 counties that make up Southern California and well below the state average of 32.6%. Census Bureau data (see below) show that both San Bernardino County and Riverside County rank well below the Coastal Southern California counties in educational attainment. This hampers the county’s ability to attract higher paying technical and professional jobs. Given that most projections show continued growth for the county’s economy, low unemployment levels will mean a tighter market to fill new positions as they open.
