County Service Areas In unincorporated areas, basic services like water, sewer, police and fire protection are provided by the County. Because counties often consist of large and diverse geographical areas, providing a consistent and adequate service level across all areas can be difficult. Residents of urban communities may want more services than those residing in rural areas. The County Services Area Lawwas created in the 1950’s to provide a means of providing expanded service levels in areas where residents are willing to pay for the extra service. The Community & Cultural Services Division oversees the operation of 60 County Service Areas (CSA), maintains 22 county-owned parks, two water treatment facilities and over eight million square feet of landscaping. Each CSA is authorized to provide services based on the needs of each community. The CSA collects special taxes and assessments to provide services to specific areas of the County. CSA jurisdiction covers the entire unincorporated Riverside County. CSA Parks & Recreation Riverside County’s CSA Recreation Unit, also known as MARS, is dedicated to providing fun, spirited activities and events which enhance the quality of life for our CSA residents within Riverside County. Community Facilities Districts Community Facilities Districts (CFDs), more commonly known as Mello-Roos, are special districts established by local governments as a means of obtaining additional public funding. The Mello-Roos Community Facilities Act of 1982 is a flexible tool to help finance needed maintenance and services through the levy of voter approved special taxes.

Perris Valley Cemetery The Perris Valley Cemetery was created in 1927 as an independent district, however, in January of 2002, the Riverside County Board of Supervisors appointed itself as Trustees to provide administrative oversight and establish cash reserves and prudent fiscal controls. With the Board of Supervisors as Trustees, the cemetery became a dependent special district known as the Perris Valley Cemetery District. This pristine memorial park sits on 19 acres and is a peaceful final resting place that will continue to serve the community for generations to come. It’s the Perris Valley Cemetery District’s mission to serve the community with the highest level of service, care and compassion. CCSD By the numbers • Manages the operations of 60 County Service Areas, 36 Riverside County Libraries, the Edward-DeanMuseum, the Perris Valley Cemetery and provides recreational services and maintenance to 12 CSA Parks. • Maintains 8 million square feet of public landscaping, 6 million square feet of public park land and 5.2 million square feet of public golf course. • Oversee the operation of 12,236 street lights for business and residential customers within unincorporated Riverside County communities. • Facilitates the pickup of over 1,300 tons of trash with our street sweeping program, which keeps over 2,800 curb miles of street clean, per month. • CSA administers the services being provided by four water and sewer districts, two fire districts and six road districts. • The Perris Valley Cemetery conducts over 170 internments annually.
