Objectives include increasing staff outreach to businesses and expanding the number of businesses employing candidates who have received services from the Workforce Development Center. These changes are underway and Indio’s performance numbers are expected to continue to improve.

• This grant provides for reimbursement for transportation and administrative costs utilized for immigrants entering our County. General Updates
• Meeting for Innovation Month discussion and planning of activities in the Coachella Valley held on January 28, 2020 in Palm Desert with economic developers from Valley Cities, Conventions and Visitor’s Bureau, CVEP, and Greater Coachella Valley Chamber of Commerce. • ED Team provided technical assistance to Steve Solari, Hospitality Development Company who is working with investor group on potential boutique hotel in Vista Santa Rosa. Zoning information along with Fast Track program information was provided. • EDA Team provided technical assistance to Frank Goodyear, an out of town broker assisting a client with site selection for manufacturing company wanting to relocate from overseas. • Trammel Crow announced that Sam’s Club will be occupying an almost 800,000 sq. ft. industrial facility at their Knox II Industrial building in the Mead Valley Industrial area. EDA’s support of this attraction effort was “instrumental” in landing this project. Sam’s will employ approximately 500 people at the new facility. ED and Workforce teams will partner with Trammel Crow on a job fair(s) to assist with hiring and training. • EDA hosted two Opportunity Zone events on January 21, 2020 with speakers from Kosmont and Associates and Blake Christian, a Certified Public Accountant. Both firms have expertise in Opportunity Zone matters. The event provided updates on the final regulations which were issued at the end of December 2019 and in-depth information about potential investment deal structures, and how communities can take advantage of this tool to further economic development. Next steps include: o Developing a framework whereby certain projects in unincorporated Opportunity Zone communities will receive expedited entitlements and permitting. o Continue developing an inventory of projects throughout the county that will be matched with Qualified Opportunity Funds. • ED team is working with the region’s cities on future branding and economic development marketing. Several branding concepts have been proposed by the SWEDC and are being reviewed by cities and ED team. • Assisted Annika Knoppel of The Team at Highway 371 Business Association. They want to be connected to all the updates of events and or news that is taking place in the Anza area of the 3 rd district. • Met with Abel Sierra, Manager at MIMBO Technologies. Spoke on the OJT program and options to find viable candidates for interview. • Met with the new HR manager at Luxfur Superform. Spoke on Workforce Development and the OJT program. Looked at a few candidates and provided feedback. • Attended the Lake Elsinore Chamber of Commerce morning networking event, hosted by Lake Elsinore Casino in Lake Elsinore. Received updates on the City of Lake Elsinore and local business activities. • Attended the Southwest Regional Committee meeting hosted by the Murrieta/Wildomar Chamber of Commerce in Murrieta. Received updates on Workforce Development activities, AJCC operation, local business events, and other miscellaneous activities. • Met with Savannah Santiago, HR representative for Pacific Barcode. Spoke about the possibility of using the OJT program for some additional open positions. • Met with Amanda Castillo of Castillo Heating and Air Conditioning – Discussed the OJT timelines, the documents required, and the responsibilities of the employee and employer. • Met with Sarah Hensley of Precision Material Handling. Spoke on additional services offered by Workforce Development and the company’s interest in the OJT program. Work on-going with possible candidates. • Met with the Temecula Sears representative Andrea Gomez on Workforce Services and how we can assist with Workforce’s Rapid Response program. Told that they might be interested but she would have to follow up with her manager.
French Valley Business Center
• Met with Olga Cornejo and Joseph Campbell at the Hemet WDC to assist a customer with career issues. Customer is finding it difficult to get the right job that fills his desire, fits his skill set, and meets his monetary needs. Process is on-going as the customer has a few tasks to meet before he is ready to move in his search to find suitable and sustainable employment. • Attended the Economic Development Coalition Board Meeting. Was able to talk about the availability of the French Valley Conference Center, the upcoming Opportunity Zone conferences, and Innovation month. • Met with Scott Agajanian with the City of Murrieta to discuss the City’s focus for the upcoming year. Also went over Economic Development strategies for the county and region. • Met with Dwight Cromie of Altek Media Group. Discussed partnership opportunities between his business and the County of Riverside. Referred him to both Jaime Hurtado and Pep Fernandez. • Attended ground breaking ceremony for the French Valley Library. • Met with Diane Strand of JDS Studios in Temecula. Went over their business structure, digifest and innovation month, and how we can partner together. • Attended the All Chamber Mega Mixer in Murrieta where over 100 businesses were exhibiting and a couple thousand attendees came.

OFT Meetings and Events:
• Met with Dr. Peter Scheer, who is interested in working with the County on its low to moderate housing needs. He would like to import in volume Energy Panel Structures (EPS) for the purpose of developing houses in needed areas of Riverside County. He showed interested in Foreign Trade Zones and its benefits • Met with Dwight Crombie, CEO of Altek Media. He offered his services in assisting OFT with media, advertising and marketing. • Attended Life Sciences Global Market Expansion-Great Britain (Post-Brexit) Seminar in Irvine focusing on the medical industry. This SBA event offered information on global market expansion into Great Britain and how to improve commercialization efforts of medical devices post Brexit • Attended Corona and Indio Opportunity Zone Expos. Experts spoke on Opportunity Zone Program that was established in late 2017 as a tool for community development. Program provides tax incentives for the 49 designated census tracts in RivCo and is a great tool for new investments.

Riverside County Film Commission (RCFC) has been courting several groups that are in a position to develop a sound stage/entertainment complex in Riverside County. With the film friendly atmosphere
and increasingly bolstered crew availability in Riverside County, the team at RCFC continues to level the playing field for productions that are visiting and productions that may call Riverside County home in the future. The annual Palm Springs International Film Festival kicked off with a star studded gala on Jan 2, 2020. Over #300 filmmakers were in Palm Springs to represent their films and learn about Riverside County film incentives, locations and concierge service.
Notable Projects by District:
District 1 Low budget SAG feature, “bUMS” films in Riverside.
Production contacted RCFC in search of a courthouse for one scene. The rest of movie was to be filmed in LA. After scouting the courthouse and learning how film friendly and cost effective it is to film here, they decided to move the entire production to Riverside. District 2 Indie Feature, “The Downside of Bliss” films in Riverside. This feature was one of the many production to take advantage of Riverside Studios. The film stars Eric Roberts and Judd Nelson. District 3 Horror feature film “The Dawn” filmed at Lawler Lodge in Idyllwild gets theatrical release. This Indie movie filmed at Lawler Lodge in Idyllwild and subsequently got picked up for distribution at American Film Market (AFM) 2019. As part of its theatrical run, it played at the Galaxy Mission Grove Theatre for 6 days in January. Stars of the film include Devanny Pinn, Jonathan Bennett and Stacey Dash from the movie “Mean Girls”. Quote from the Producer, Devanny Pinn: “I wanted to thank you for your continued support. Your offices keep making filming so much easier and we are very grateful to you”. District 4 Indie Feature, “Pay Dirt” films in the Coachella Valley. This Indie feature filmed entirely in the Coachella Valley. Producer Christian Sesma has ties to the area and wanted to use this project as a test to see if it was possible to film an entire movie here, hiring local crew. They were pleasantly surprised find out that you can do just that and have vowed to spread the word to the Industry that Riverside County should be their next film location! Stars of the film include Val Kilmer (Top Gun), Nick Vallelonga (Green Book) and UK native Luke Goss. District 5 Riverside County Film Commission continues with a good working relationship with Warner Bros. Warner Bros Studio Enterprises returned to Twin Pines Ranch this month for video game sound recording. This is the third time they have filmed at the ranch and intend to continue utilizing Riverside County’s unique locations.

Mortgage Credit Certificate Program:
• A Mortgage Credit Certificate (MCC) entitles qualified home buyers to reduce the amount of their federal income tax liability by an amount equal to a portion of the interest paid during the year on a home mortgage. This tax credit allows the buyer to qualify more easily for a loan by increasing the effective income of the buyer. The Riverside County MCC Program provides for a twenty percent (20%) rate which can be applied to the interest paid on the mortgage loan. • As of January 21, 2020, a total of 19 MCC Certificates have been issued from the 2018 MCC allocation totaling an MCC amount of $1,058,271.00. Additionally, there are 7 committed MCC applications without certificate issuance for $309,085.00. Also, there is 1 new application without commitment for $47,600.00. The grand allocation total for all categories is $1,414,956.00. The remaining balance for the 2018 allocation left to use is $585,044.00. • The First Time Home Buyer (FTHB) Program provides assistance to lower income persons in the purchase of their first home. Assistance may be provided for the down payment in the purchase of a home. The amount of assistance available depends upon the buyer’s qualifications and the price of the home. Senior Home Rehabilitation Grant Program:
• The Senior Home Rehabilitation Grant Program is a grant of up to $25,000.00 to assist qualified very low-income seniors or disabled homeowners with correcting health and safety hazards in their homes to improve their quality of life and safety. A total of $ 572,499.00 has been drawn down, $308,000.00 has been obligated, leaving a balance of $119,501.00. The County has successfully assisted 20 seniors rehabilitate their homes through this program. District 3 • 7 completed; Hemet
Affordable Housing Production FY 2019/2020 Pre-development: 194
Mission Village II Apartments, Temecula (Developer – Affirmed Housing Group): • Developer was awarded 8 Project-Based Vouchers from the Housing Authority to provide rental subsidies to qualified tenants and support an existing affordable housing project, Mission Village II Apartments, located in the City of Temecula in the County of Riverside. • The project includes the improvement and rehabilitation a 76-unit multi-family residential apartment to benefit qualified low-income households. Rehabilitation of the units consists of simple exterior improvements, complete interior renovation and installation of a large solar photovoltaic system on rooftops and carports. • Project was awarded 4% tax credits and d eveloper is now working on closing construction financing and anticipates starting construction by March 2020. • The Agreement to Enter into a Housing Assistance Payments Contract for New Construction is scheduled for Board consideration February 11, 2020. Monte Vista Apartments, Murrieta (Developer – Affirmed Housing Group): • Developer was awarded 8 Project-Based Vouchers from the Housing Authority to provide rental subsidies to qualified tenants and support an existing affordable housing project. • Developer plans to submit the project for 1 st round tax credits in 2020. If awarded tax credits the anticipated start of construction is 4 th quarter 2020. The Agreement to Enter into a Housing Assistance Payments Contract for New Construction is tentatively scheduled for Board consideration April 2020.
Rancho Family Housing, Temecula (Developer – Jamboree Housing Corp.) • 55 unit multi-family special needs housing
• The Housing Authority has been working in close partnership with the Department of Behavioral Health in trying to identify potential affordable housing projects eligible to apply for the 2 nd round of No Place Like Home (NPLH) funding from the State and this project was selected. The NPLH applications were due to the State January 8, 2020. In connection with the NPLH award 43 units will be set aside for homeless clients receiving services from the Department of Behavioral Health. • If awarded NPLH funding the Housing Authority has committed to placing 43 project based vouchers on each NPLH unit set aside for homeless clients.
Housing Authority Subsidy Assistance and Report (December 2019) – 3rd District totals: • Section 8 Program – 1,554 families were assisted in the month of December; $1,202,586 was expended in Housing Assistance Payments. • Affordable Apartment Units: 14 units (consisting of 1 apartment community located in San Jacinto).

CDBG, HOME, and ESG Programs
• Staff are reviewing 2020-2021 CDBG District applications, Cooperating City applications, and ESG applications. Public Hearing for Proposed 2020-2021 Action Plan is scheduled for February 11, 2020. • Federal FY 2020 budget approved 12/22/19. The CDBG program received small increase over FY 2019. The County’s actual 2020-21 CDBG allocation to be determined by HUD in February- March 2020.

San Jacinto Mountains Community Center
• Phase I improvements (non-CDBG) are (approximately 98% complete) expected to be completed in December 2019. Sponsor is continuing with final construction drawings, permitting, and fund raising for Phase II. Sponsor has begun preparation of bid documents. Phase II construction (CDBG) now expected to begin Spring of 2020.
Green Acres/Winchester Road Improvements
• Substantial Amendment to add road improvements (Green Avenue and East Grand Avenue) approved by the Board on 12/10/19. Estimated cost $380,000. Trans will begin construction January/February 2020.

PROJECT MANAGEMENT
Benoit Detention Center
• The project replaces the outdated, 353-bed Indio Jail with a new 1,626-bed, state of the art detention and support facilities on a 6.5-acre site in Indio. The new facility will be operated by the Riverside County Sheriff’s Department and consists of: o Phase 1 o Housing Buildings o Support Building o Site Improvements o Expansion of Underground Tunnel System • The method of delivery is Pre-qualified General Contractor using Clark Construction and Vanir as Construction Manager. The current Construction Value is $282,728,024. • Phase 1: State Fire Marshall issued the Certificate of Occupancy for Phase 1 on Jan. 13, 2020. The project team continues with the completion of deficiencies found by BSCC and punch list for a BSCC final inspection of February 4 th or 5 th . If found to be acceptable, the building may be transitioned to the Sheriff about mid-February. • Phase 2: Will commence 90 days after completion of Phase 1 and take approximately 160 days to complete. Phase 2 will include the demolition of the existing jail and the construction of the intake sally port and surface parking. • Offsite street improvements associated with Benoit Detention Center and associated County projects as requested by the City of Indio. Improvements include rehabilitation of portions of Hwy 111 and Oasis, new storm water infrastructure, traffic signals, and other offsite improvements. • Approved project budget is $7,000,000. • Phase 1 work is complete. Notice of Completion, release of retention, and final Change Order approved by BOS on July 23, 2019. • Phase 2 Hwy 111 Street Improvement Form 11 to request approval of plans and specs for bidding and award of a second amendment with Webb Associates has been drafted and is undergoing review. City of Indio has tentatively agreed to the phasing plan. • The assessment and development of the facility to correctly size medical and behavioral health services. • CIP Fund approved $65,000 for feasibility study. • Preliminary project budget of $2,879,486 and agreement with Holt Architects for $115,835 was approved by Board of Supervisors on April 16, 2019. • 2nd plan review completed, corrective revisions underway by architect. EzIQC contractor (Vincor) will have their bid submitted by Jan. 31, 2020. • Construction to begin May 2020 with expected completion in December 2020. Schedule acceleration strategies have been identified during plan review and letting of construction contract.

Riverside University Medical Center - M.O.B.
• Final Agreements approved by Board on November 14, 2017. • Panera Opening Ceremony was held on, December 12, 2019 at 2pm. • M.O.B. Substantial Completion occurred on December 13, 2019. • Equipment being installed, M.O.B. Opening targeted for March 31, 2020 •
French Valley Library Project – 25,000 SF
• Awarded to Omni-West with Lease negotiations and design in progress. • Meeting with Executive Office held on March 5 th to provide project overview and summary of Developer’s method of financing. Financing discussion on-going. • Form 11A approved by Board on April 16, 2019. • CIP Approved, April 22, 2019. • Ground Lease & Facilities Lease and Ordinance approved by BOS on April 30, 2019. • Project approved by the DAC on July 11, 2019.

AVIATION
French Valley Airport
• Household Hazardous Waste Facility – Waste Resources submitted the revised Environmental Assessment (EA) to the Federal Aviation Administration (FAA) on May 29, 2018. The Los Angeles FAA ADO office reassigned this project to the San Francisco ADO office and assigned for review from Doug Pomeroy, Project Planner. Doug Pomeroy sent an email on February 26, 2019 indicating that the review of the EA was near finalization. EDA Executive Management approached the FAA, Airport District’s Office, Los Angeles, on March 22, 2019 and requested assistance in moving this item forward. The initial EA draft review was completed. Project is being re-assigned to LA ADO staff for final review • Design work for the Federal Aviation Administration (FAA) Airport Improvement Project (AIP) for Runway 18/36, Taxiway A and Connector Rehabilitation Project has been completed. Bid Opening took place on June 20, 2019. Total Project cost is approximately $2.4 Million. FAA grant of $2.2 Million has been awarded and $112,000 as a State match funding has also been received. The remaining balance will be covered through the County’s aviation funds. Construction is anticipated to begin May 2020, staff is working with Aviation engineer to achieve a reduction in the project duration. • Staff has received two inquiries regarding current opportunities for hangar development at the French Valley Airport. Both interested parties are seeking ground space to accommodate the construction of a large hangar that will have the capacity to house business jets. The best suitable ground space available is the vacant property located north of the Terminal Building. This vacant property is approximately three (3) acres in size. Subsequently staff posted the RFP for the land development at the French Valley Airport on March 22, 2019. The deadline to submit a proposal for this RFP was July 15, 2019. Staff received one bid for the RFP from Barbers Point Holding and the initial evaluation interview took place on August 6 and August 26, 2019. Staff requested a letter from Barbers Point Holdings bank to demonstrate their financial standing to move forward with project and final determination from Aviation to begin negotiation for the Lease/project. To date, no bank letter has been received. A follow-up meeting has been scheduled on Friday, December 13, 2019 with Barbers Point Holdings for discussion of pending requested items to continue consideration of development. An amended design project scope was presented on December 13, 2019. Staff requested this updated progress reflect only property descried and owned by airports, as the amended project scope and financing included adjacent non-airport property. Revised project scope has not yet been received. • On October 4, 2019 Riverside Air Service (RAS) FBO fuel spill incident took place due to a bad gasket of the fuel truck in the ramp area within their leasehold. The Fire department and the County Hazard Management department responded to the incident. The area around the truck was cleaned by RAS, approximately 100 gallons of jet fuel was spilled. Staff is working with tenant and DEH for additional soil testing of spill area to determine any additional remediation efforts needed. • Staff began crack sealing the northeast ramp area on November 19, 2019. Weather delays have been experienced. Project will continue in January 13, 2020. • New landscape improvements to the two industrial parks are anticipated to take place in the coming weeks. This will include cleanup of overgrown shrubs and trees and improvement to the irrigation. Work began December 5, 2019 with improvements ongoing. • The Master Lease between the County of Riverside and Business Opportunities expired on July 31, 2019. The lease was for an approximate 4.41 acre parcel that was developed by Business Opportunities, and includes an approximate 39,784 square foot building. Upon the expiration, the County took control of the existing 39,784 square foot building and began negotiations for direct leases with the existing four tenants. To date, three of four subtenants have signed a temporary lease with the County. The County has received inquiries from two

parties for the space vacated by the fourth tenant. The County will review the proposals from the parties, once they are received.

• New Exhibit “Art and Science: A Perfect Chemistry” will begin installation in January. This exhibit presents examples of the overlap between these partners with fine art and interactive displays that feature the elements both art and science share. A great experience for the whole family. • Edward Dean Museum hosted a highly successful Bridal Expo on January 25 th , 2020 o Over 250 people in attendance o Booked 7 weddings • Restoration painting project of Dog of MME. Pompadour, and Grand Canal has been completed and will be up for viewing after the first of the year. The Friends of the Edward-Dean museum will allocate another $10,000 to select more pieces to be restored for 2020
