RIVERSIDE COUNTY WORKFORCE DEVELOPMENT CENTER (WDC) Riverside County Workforce Development Centers have many services and programs available to businesses, all of which are free to utilize. Riverside County Office of Economic Development works in partnership with the Workforce Development to provide employment resources and assistance. WDC will assist in organizing recruitments, screening for a specific candidate pool, posting job openings on local state and national website, forwarding applicant resumes, conducting skill assessments and referring qualified job-seekers. Business Services The Employer Services Team provides vital services to the business community through assessment of your company and workforce needs. Business owners know that much of their success depends on their employees. Finding well-trained, reliable workers who take pride in doing their jobs well can mean the difference between a business struggling or flourishing. The Business Solutions team will assist in organizing recruitments, screening for a specific candidate pool, posting job openings on local, state and national websites, forwarding applicant resumes, conducting skill assessments and referring qualified jobseekers. Having Business Solutions take care of the human resources part of the equation saves businesses time and money. Businesses also can access information about labor law compliance and other factors that affect employers. Business Solutions also offers professional support for companies of all sizes, including topics such as: business planning, finances, marketing and labor market information. Business Incentives The Workforce Development Centers offer businesses

a variety of hiring and tax incentive programs. These programs can assist a business in hiring new employees or enhancing the skills of their current workforce.

Hiring Incentive Programs On-the-Job Training Programs (OJT)

On-the-Job Training allows a business to hire and train a new employee in the basic skills necessary to perform the job while working in the job. A business can receive up to 50% of the employee’s wages to help offset the cost of training and the loss of productivity.

To qualify: • The position must be full time

• The new hire must be new to the company and registered with the Workforce Development Centers prior to employment • Companies must pay into the California Unemployment Insurance Fund and be issued a California State Tax ID Number. Employment Training Panel (ETP) A state funded program that allows manufacturing, distribution, logistics and transportation companies to implement a customized training program to upgrade the skills of their workforce. To qualify: • Companies must pay into the California Unemployment Insurance Fund and be issued a California State Tax ID Number. • Trainees must be full time (minimum of 35 hours per week) employees and on the job a minimum of 90 days prior to the start of training. • Companies must be a manufacturing, distribution, logistics or transportation companies as determined by the issued Standard Industrial Code (SIC). However, other industries may be eligible if they face out-of-state competition. • Trainees must earn a minimum wage of $13.63 (can include benefits). • Training mandated by the State of California including sexual harassment and environment health and safety are ineligible under this program. ETP is administered by the Workforce Development Centers of Riverside County. The University of California-Riverside will help develop the curriculum 41
