HomeAid Inland Empire’s 10th Annual Target Home- lessness Trap Shoot An EDA-anchored team placed first for the third year in a row at the 10th Annual HomeAid Inland Empire (HAIE) Target Homelessness Trap Shoot and Builder Chili Cook-Off fundraiser event. HomeAid Inland Empire works with various homeless service provider partners to create shelter facilities to serve the temporary housing n eed s o f h ome l e s s individuals and families who need a place to stay while they try to rebuild their lives.

East County Detention Center “Green Light” The 1,626-bed East County Detention Center (ECDC) received the “green light” from the State last month, paving the way for construction to begin on the new 516,000 square foot detention facility on the site of the existing Indio Jail. The added beds will reduce the impacts of early inmate releases and improve safety in the local community with its modern, efficient and secure design. The $330 million project is being funded through a combination of county bond funds and a $100 million funding program (essentially a grant) from the State of California. Other capital projects funded through the 30-year bond include a parking structure, Emergency Operations Centers in Indio and Riverside, classrooms at the Ben Clark Training Center, courtrooms at the Larson

Justice Center in Indio and at the Southwest Justice Center in French Valley, and a laundry expansion at the Larry D. Smith Correctional Facility in Banning.

Did you know… EDA is made up of 827 Regular and TAP employees? Did you know... Custodial Services Division cleans approximately 5.4 million square feet of building space or 179 buildings each month with 153 full time custodians and 25 TAP employees? 80 NEW vouchers were issued to low income families on the Housing Choice Voucher waiting list in the month of May; assisting veterans, working families, disabled and elderly families with rental assistance? the Housing Authority is opening its Housing Choice Voucher waiting list to all on July 1, 2015? It has been closed to the general public since June 30, 2010 and was only open to veterans and persons 75 and older. It will now be open to everyone?

The groundbreaking ceremony on April 30, 2015 for the Alan M. Crogan Youth Treatment and Education Center in Riverside, formerly known as Van Horn Youth Center, marked the start of construction of the 106-bed secure treatment and educational facility to house youthful offenders who are at risk of re-offending or committing a more serious offense if not put on the right track. The goal of the Probation Department’s new facility is to focus

on treatment, vocational training, and education as well as transitional living as the youth re-enter into the community. The project is funded by a $24.7 million grant from the SB81 Youthful O f f ende r Con s t r uc t i on Program and general funds. Construction is anticipated to be complete by May 2016.

First Time Home Buyer Mortgage Credit Certificate

EDA Housing is conducting free workshops for homebuyers interested in purchasing a home in the County of Riverside. It’s an opportunity to learn about the County’s First Time Home Buyer (FTHB) down payment assistance program and the Mortgage Credit Certificate (MCC) tax credit program. County approved participating lenders are available to answer any questions regarding the mortgage loan process and will assist buyers with pre- qualifying. automotive market by opening its first U.S. manufacturing plant in Moreno Valley. Fisker chose a site in Riverside County – South Moreno Valley Industrial Area. The expected grand opening will occur in the summer of 2016. Fisker is an automotive manufacturing company that will produce exotic electric hybrid vehicles. The company is expanding and will hire 150 employees within the next year. Workforce Development’s Business Solutions Staff presented services to accommodate the needs of Fisker. 150 Jobs will be created and employment opportunities for Riverside County residents will range from Electro- Mechanical Technicians, Logistics/ Packaging, Planners to Engineers. Made for TV Movie, “A Mother’s Ordeal” starring Lynn Collins, Adam Kaufman and Joanna Cassidy shot at the County Mental Health Facility on Rustin Avenue in Riverside on May 7 th , 8 th and into the wee hours of the 9 th . Real Estate—New lease for County Office

Community Services Riverside County Youth Force is a program which provides youth groups the opportunity to earn money for their program by cleaning up illegal dumpsites. The youth work as a group and take pride in making a difference in their communities. Each year, several tons of waste is illegally dumped along Riverside County roadways. The dumping is harmful to the environment and also creates blight, promotes disease, and poses a threat to the public. The Youth Force Program helps diminish these issues. Youth organizations and clubs seeking financial support for their programs are eligible to participate. This program is now going into its eighth year. In the past school year, 11 events were hosted and a total of 73.12 tons of trash and tires were removed from our streets. These Youth Force events are coordinated and sponsored by our 1 st District Supervisor Kevin Jeffries, 2 nd District Supervisor John Tavaglione, 4th District Supervisor John J. Benoit, their staff, the Riverside County Economic Development Agency and the El Sobrante Oversight Committee.

A ribbon cutting ceremony was held on June 23, 2015, to commemorate the new 50,000 square foot County office in Norco located at 517 Parkridge Avenue. This building represents the negotiation of a ten-year lease by the Real Estate Division on behalf of the Department of Public Social Services. It is a single story, build-to-suit facility occupied by DPSS' Self Sufficiency Division. The Development team includes: TDA Investments & Omni West Real Estate, Landlord/ Developer, Ware Malcomb, Architect, and McCarthy Building Companies, General Contractor. The project consists of concrete tilt- up construction with a panelized roof system, energy management HVAC and lighting system, landscaping, and secured parking for staff. The timeline included a Request for Proposal in June, 2011, with developer selection, lease negotiation and tenant improvement design completed for Board of Supervisors’ approval in November, 2013. The building construction was completed on time in April, 2015, and will be open to the public June 29, 2015.

Riverside University Medical Center (RUMC) Nursing and Allied Health Education Building

The Nursing and Allied Health Education Building at RUMC is nearing completion. The project consists of a 34,749 SF three-story structure adjacent to the main hospital. It will provide new and expanded space for

services currently provided within the hospital including nursing orientation, specialty training, new program development and training, patient education, coordination of outside speakers and clinical affiliation coordination. Program spaces include a lobby, meeting hall space, classroom/education spaces, teaching/ simulation areas, administration areas, and support spaces. The project also includes an open courtyard between the building and the southwest side of the hospital, which is currently a landscaped area of walkways and patio space for outdoor breaks and dining. The $18,728,365 construction project is funded by RUMC Enterprise Funds.

Public Health Lab The selection of the architectural firm will take place in June 2015. The Public Health Department Lab, located at 4065 County Circle Drive, Riverside, CA, was constructed in the mid-1980s and while it met the Lab and staff needs of those times, it is insufficient for the new lab equipment, safety and staff needs of today. The laboratory workstations are overcrowded and special work spaces are needed for the handling of infectious specimens. “Right- sizing” the modernization and expansion of the laboratory facility will consist of a 4,700 SF remodel and an approximately 5,100 SF expansion of the existing lab that will require a phased building approach while accommodating ongoing laboratory operations. The project components include administration and office space, accessioning space, new lab space, including a BLS-3 lab to handle infectious materials, and central services space. The new expansion and remodel will be a showcase for innovative laboratory design.
