EDA Annual Report 2013-2014

Family Self-Sufficiency Program (FSS) The FSS Program assists families to become economically independent from government financial assistance within a five-year period. On December 31, 2013, the HA received $474,873 to link Riverside County adults in the Section 8 – Housing Choice Voucher program to local organizations that provide job training, childcare, counseling, transportation, and job placement. This was the third largest award made in California. The program served 616 participants in 2013.  Nine families graduated this past year and therefore no longer required rental assistance. Of the nine graduates, most are planning to purchase a home. Capital Fund Program The Capital Fund Program is responsible for maintaining existing Public Housing buildings and grounds. In 2013, the Capital Fund Program resulted in: • Replacement of rooftop evaporative coolers and installed dual packaged energy efficient HVAC units, associated room air supply ducts, and increased attic insulation to R-30 value in 28 units at Dracaea Townhomes. • Increased attic insulation to an R-30 value in 29 units at the R. Village Townhomes.

Homeownership The Housing Authority helped 15 families achieve their homeownership goals through the HCV Mortgage Voucher Program (MVP) and the HA continues to assist each family monthly. MVP households utilized down payment and closing cost assistance from other county programs such as the Economic Development Agency’s First Time Homebuyer, as well as savings incentive programs through the Community Action Partnership of Riverside County. One participant graduated from the program and is now self-sufficient. Mortgage Credit Certificate (MCC) EDA has issued over $1,471,793 in Mortgage Credit Certificates assisting 37 homebuyer households in reducing the amount of their federal income tax liability and increasing the homebuyer’s purchasing power.

Development Division The division constructed two single family homes in Mira Loma featuring granite countertops, tile and carpet flooring, energy efficient appliances, four bedrooms, two baths, two car garages on a fenced half acre lot. Living area is approximately 1,854 sq. ft. These are infill homes for first time homebuyers. Housing Choice Voucher Section 8 Program (HCV) The HCV program is a rental assistance program that subsidizes rent for over 8,000 low-income families throughout Riverside County. The Riverside County Housing Authority’s HCV program pays landlords over $68 million annually on behalf of low- income families. Over half of the families are disabled and/or elderly individuals, including veterans. For the past 11 years, HUD has rated the Housing Authority as a “High Performer” agency for its part in administering this program.
