The City has identified a 341-acre vacant parcel of land that is ready for development and located prominently with high visibility along the Interstate 215 Freeway. The property is in negotiations to be purchased byWood Investments, the buyer and developer, who is 1,000% supportive in the effort to bring Amazon HQ2 to the City of Perris. Land prices are relatively low in the City of Perris, enabling Amazon to get more for less. The subject property was previously entitled under the Harvest Landing Specific Plan and can be re-entitled tomatch the needs of Amazon. The Specific Plan included 4 residential designations (169.5 acres) allowing 1,860 residential units (61.5 acres of low density residential, 40.1 acres of mediumdensity residential, 18.0 acres of mediumhigh density residential, 45.4 acres of high density residential, and 4.5 acres of residential overlay, which allows for one additional residential unit per existing lot in addition to the underlying land use designation); 1 multiple business use classification (80.9 acres) that allows a mix of professional office, light industrial, research, and development, business park, retail commercial, related storage and support services uses, paseos, and pedestrian linkages; and 5 open space/ recreation areas (44 acres). Both the City of Perris andWood Investments are open to discussion on incentives for Amazon HQ2. In addition to any incentives that are discussed, the City also has a Business Liaison, whose primary job will be to provide customized and personal assistance to Amazon throughout all City processes,
including all planning- and building-related entitlements, permitting, and business license. The City of Perris is dedicated to ensuring an efficient and seamless process to establish the Amazon HQ2. The City will expedite all timeframes as quickly as possible. It is estimated that the relevant timetable includes 9months for entitlements, and 2months for plan check, upon plan submittal. The City will work as fast as we can, based on Amazon’s timeframe and ability to complete plans. The timeframe for approving any City incentives can be granted within 2 weeks to 30 days of finalizing negotiations on the agreement. The City of Perris is centrally located within the region, and in close proximity to a number of higher education institutions with degree programs, certificate programs, and areas of study mentioned in the Amazon HQ2 RFP. This location is also central to the prominent higher education institutions in both Los Angeles and San Diego. The Interstate 215 Freeway runs directly through the City of Perris, providing several on/offramp points of access throughout the City, including amajor on/offramp adjacent to the proposed site. The City is within 7miles of the March Air Reserve Base, which can be converted to support the various needs of Amazon including but not limited to global freight and other logistic services. In addition to March Air Reserve Base, the Ontario International Airport is within the stated 45-minute preferred commute as listed in the RFP.
The City of Perris also has two Metrorail stations, the Burlington Northern Santa Fe Railroad freight line, Riverside Transit Authority bus routes, and a Greyhound bus station located within the City. Themedian list price in Perris is $329,450. Themedian list price in Perris was less than 1% change fromAugust to September. Perris’s home resale inventory is 170, which decreased 2% since August 2017. Themedian list price per square foot in Perris, CA is $174. August 2017 was $166. Approximately 78% of the homes in Perris, CA are single-family with the remainder consisting of multi-family housing. The City of Perris has over 8,000 units entitled and approved for future development. The total crime rate for Perris is moderate. Perris crime rate is 12% lower than the California average and is 6% lower than the national average. Looking at violent crimes specifically, Perris, CA has a violent crime rate that is 44% lower than the California average and 36% lower than the national average. For property crime, Perris, CA is 7% lower than the California average and 2% lower than the national average. Total crime is approximately 2,680 for every 100,000 residents. The City of Perris has a pro-business approach and positive attitude, geared toward accommodating prospective and incoming business, and offering proactive support throughout the process. The City also has available land and prominent location that is currently ready for development to suit Amazon’s needs.
