Human Resources

The EDA Administration Human Resources (HR) team is highly specialized in the areas of employee relations, disciplinary process, recruitment, safety & training, performancemanagement, leave administration, benefits and employee processing. The teamcurrentlymanages approximately 1,003 permanent positions and provides HR related support and reporting to EDAmanagement and employees in collaboration with County Human Resources. WHAT WE DO • Managed 731 filled positions, processed 73 recruitments, 214 temporary employees, 77 new hires and 70 promotions. • Retirements accounted for 41 or 47.7 % of the 86 separations which was an increase of 46.4% over last year. • Provided internships to over 12 student interns and offered 10 volunteer opportunities. • Workplace injury liability claims decreased by 21.15%with a reduction of approximately $1.2 million. • From March 31, 2017 to June 30, 2017, claims decreased 49.97% or $1.9 million. In compliance with FMLA/CFRA/PDL, HR managed 212 leave requests and accommodated 26 employees. • Processed 317 travel/training requests which was a slight reduction over last year. EDA enlisted as a user of the California Department of General Services (DGS) travel program which is expected to generate cost savings through negotiated rates, fares and lodging discounts. • Continued to achieve 100% compliance with the Annual Commuter Survey and the Statement of Economic Interest electronic filings.

• Processed 5,521 purchase orders valued over $400 with total commitments of $27,037,284. • Processed 6,398 purchase orders under $400 with total commitments of $974,190. • Purchasing activity remains the same while maintaining slightly lower staff levels. • Increased the number of contracts to support internal customers. • Increased the number of competitive procurements by saving an average of 14%. • Process improvements in Public Works Procurements. • Process improvements in issuing purchase orders expeditiously to better support our internal customers. • Delivered to approximately 79 locations on an on-going basis County-wide. • Maintained accurate inventories in the warehouse for janitorial, maintenance and administration. • Supply services the central location to receive material, handle surplus, discard hazardous waste and recycle material for EDA. • Provides recycling program training to EDA personnel for scrap metals, universal waste, hazardous waste and furniture. • Reporting to ensure regulatory compliance for disposal of universal and hazardouswaste. The Purchasing and Supply Services provides purchasing activities and material handling for EDA. The staff supports Facilities Management, Project Managers, CSAs,WorkforceDevelopment, Cultural Services andAviation. They assist staffwith purchasing policy requirements and issuing competitive quality agreements. EDA Purchasing activities include developing contracts, requests for proposal/quotations and purchase order issuance. WHAT WE DO
