Hosted by the Cabazon Band of Cahuilla Indians and presented by the Riverside County Office of Economic Development and Beacon Economics, this conference focuses on economic growth and business development. Keynote speaker Dr. Christopher Thornberg will give detailed forecasts on how our region, county, and state are performing economically, along with our featured speaker, Chairman, Cabazon Band of Cahuilla Indians, Doug Welmas, and master of ceremonies, Emmy Winning Journalist, Brooke Beare. Economic development and job creation are major focuses for my office and the county as a whole. Investing in our community and growing and diversifying our county’s economy creates a better future for all families and residents of Riverside County.

Keynote Speaker Christopher Thornberg, PhD F ounding P artner , B eacon E conomics

Christopher Thornberg Ph.D. founded Beacon Economics LLC in 2006. Under his leadership the firm has become one of the most respected research organizations in California serving public and private sector clients across the United States. Dr. Thornberg also served as Director of the UC Riverside School of Business Center for Economic Forecasting and Development and was an Adjunct Professor at the School from 2015-2023.

An expert in economic and revenue forecasting, regional economics, economic policy, and labor and real estate markets, Dr. Thornberg has consulted for private industry, cities, counties, and public agencies in Los Angeles, San Francisco and the Bay Area, San Diego, the Inland Empire, Seattle, Orange County, Sacramento, Nevada, and other geographies across the nation. Recent and ongoing projects include housing and rent control studies for the California Apartment Association; quarterly regional economic outlooks for the East Bay Economic Development Alliance; a recession recovery plan for the City and County of San Francisco; an annual economic assessment of LA’s city council districts for the Los Angeles Area Chamber of Commerce; an analysis of the local technology industry for the Santa Cruz County Workforce Development Board; and an economic impact study for the 2024 Los Angeles Olympic Games Committee. Dr. Thornberg became nationally known for forecasting the subprime mortgage market crash that began in 2007, and was one of the few economists on record to predict the global economic recession that followed. Well known for his ability to capture and hold audiences, Dr. Thornberg has presented to hundreds of leading business, government, and nonprofit organizations across the globe including Chevron, The New Yorker, Colliers International, the California Chamber of Commerce, City National Bank, the California State Association of Counties, State Farm Insurance, the City of Los Angeles, the California and Nevada Credit Union League, and the National Steel and Shipbuilding Company, among many others. He has testified before the U.S. Congress House Committee on Financial Services on municipal debt issues, before the California State Assembly Committee on Revenue and Taxation regarding rule changes related to Proposition 13, and before the Los Angeles City Council about proposed changes to local minimum wage laws. Dr. Thornberg is a contributor to consensus economic forecasts published by the Wall Street Journal, Reuters, the National Association of Business Economists, and the Seidman Research Institute at Arizona State University. He also serves as a Board Member of the BizFed Institute, one of Southern California’s most prominent think tanks focused on business and industry issues. In 2024, he joined the Board of Directors of the Statewide California Coalition (dba New California Coalition) and the Advisory Board of the California Chamber of Commerce. He served on the Board of Directors of the Los Angeles Area Chamber of Commerce from 2012 2023. He is also an Executive Member of the Central City Association (Los Angeles) and a member of the California Association for Local Economic Development. A well-known media commentator, Dr. Thornberg has appeared on all the major networks, CNN, NPR, and is regularly quoted in major national dailies including the Wall Street Journal, New York Times, and Los Angeles Times. | www.beaconecon.com

As the Chairman, Doug Welmas is the highest-ranking official within the Cabazon government. He was elected to the position in 2013 after serving as Vice Chairman for six years. Chairman Welmas’ dedication to the community is incredibly important to him and it shows through his philanthropic and volunteer work. He is also a member of the Four Winds Tribal Coalition, whose focus is to provide community and organizational outreach to children living in impoverished areas in the Eastern

Coachella Valley.

In 2017, he was an honoree for the Ronald McDonald House, “A Few Good Men” award for his generous philanthropic activities. Chairman Welmas also serves on the Keck Institute Board of Directors and on the JFK Hospital Governing Board along with the East Valley Tourist Development Authority Board. Chairman Welmas, a Riverside, California native moved to the Coachella Valley in 1997 where he currently resides. He is married to Rosie Welmas, founder of ‘Rosie’s Kids,’ a non-profit organization which provides grants to children so they can participate in sports, music and art programs. He is an avid golfer and loves to practice his game at Eagle Falls, Fantasy Springs’ premier golf course. He and Rosie have two children, Kaleb and Neveah, who love to golf with him. Brooke Beare E mmy W inning J ournalist

Brooke Beare is an Emmy winning journalist and government communicator. After graduating cum laude from the Annenberg School of Communication and Journalism at the University of Southern California, Brooke began her broadcast journalism career at two NBC affiliates in Texas. During that time, she was fortunate enough to interview Secretary of State Madeleine Albright, a number of governors, and cover the breakup of the Space Shuttle Columbia from the ground. She moved

to the desert near Palm Springs in 2003 to work for the CBS affiliate as a reporter and morning news anchor, and over the next 16 years, established herself as a respected investigative journalist, working in San Diego, and eventually as the evening news anchor in Palm Springs. In 2019, she won an Emmy Award from the National Academy of Television Arts & Sciences, Pacific Southwest Chapter. Later that year, she made a huge career change as the Director of Communications and Marketing for the City of Indio, allowing for another opportunity to showcase stories and visions to the community by jumping into the world of communications, marketing, tourism and public relations. She has brought her expertise to the Riverside County District Attorney’s Office, CVAG and the City of Desert Hot Springs, NBC Palm Springs, and most recently by BIGHORN Golf Club. Brooke has been featured by the Desert Sun, HealthSmart Magazine, PM Magazine, the Daily Show, and other publications and programs for her work with individuals, organizations, nonprofits, the media and businesses to realize their goals and aspirations. She is also a sitting member and former Board Chair of Desert Arc, on the Advisory Board for Old Town Artisan Studios, and has served as ambassador for nonprofits such as the Living Desert, Shelter from the Storm, AAP Food Samaritans, and many others.
